An actual strike occurs by part of the strike rising from the ground and the other part of the strike coming out of the sky, the meeting of the two culminating in the clap/boom noise heard when they meet. The lightning is a closed circuit as soon as the potential meeting of both ground and sky charges are sensed and before the actual strike appears in the sky.
