1. Victoria County Units 1 and 2, for Exelon, submitted Sept 2008. Nr Victoria City
2. South Texas Units 3 and 4, for South Texas Project NOC, submitted Sept 20 2007, Bay City, Matagorda County
3. Comanche Peak Units 3 and 4, for Luminant, submitted Sept 19 2008, nr Glen Rose, Somervell County.
I don't know if construction has started on any of these. Shepherd is not mentioned. You can see a map on the NRC website.
