It's very simple to see the answer. Balloons have a certain type of air pressure and because it is greater than the air around it, it climbs. However, when the air pressure in a balloon is less than the air pressure outside the balloon, the the balloon will start to descend.

A helium balloon will rise into the air because helium is less dense than normal air (i.e. it weighs less). The air inside the balloon is the same density as the air outside. Inflating a balloon with the same density of gas that surrounds it will not make it float upward because the weight of the balloon alone will make it fall under gravity. Moreover, the elasticity of the balloon compresses the gas within, making it much denser, and therefore heavier.

When the ground thaws, the force of gravity causes the soil and rock particles to fall back down. But they fall vertically, toward the center of Earth. The result is movement downhill.
