In simple terms energy can never be created or destroyed it can only change form therefore you do not produce thermal energy but change a number of forms of stored energy into thermal energy. Therefore thermal energy can be produced from multiple forms of other energy - by splitting atoms, by burning fuels (coal, oil, gas, biofuels etc). Rubbing your hands together creates thermal energy from friction which is created by the muscles in your body burning energy.
Almost any other type of energy will eventually convert to thermal energy, when the energy is dissipated or wasted.
