An advance retard lever in a watch is a device used to adjust the timing. However, not all watches have this feature. If your watch does have an advance retard lever, it is usually located on the side of the watch case near the crown and may require a tool or professional to adjust properly.
Without a lever, you cannot easily lift heavy objects, such as rocks or furniture, because you would not have a tool to help you apply force at a distance from the object's pivot point. Levers are essential for multiplying force and making tasks like lifting heavy loads more manageable.
fulcrum
A lever pivots on its fulcrum, which is the fixed point where the lever rotates. The position of the fulcrum affects the mechanical advantage and function of the lever.
The fulcrum in a lever is the fixed point around which the lever rotates or pivots. It acts as the support for the lever and is essential for enabling the lever to work by providing a pivot point for the force applied on one end to lift or move an object on the other end.
A lever rests on a fixed point called the fulcrum. It is where the lever pivots or rotates when a force is applied to one end of the lever.
Open it up. Find the Advance/Retard lever, advance it a little. Repeat as neccessary.
To advance, rotate the distributor counter-clockwise. To retard, roatate it clockwise).
Turn it clockwise to retard it. Counter clockwise to advance it. If this was not your question then asked it again.
Rtr. turning clockwise. Rotate distributor counter clockwise to advance timing, clockwise to retard.
Counter clockwise to advance.......clockwise to retard
AF is the French and English for Advance/Fast and RS is the same for Retard/Slow. Usually set either side of a pointer for making small adjustments to the timing of the watch and not specific to Elgin.

this question does not make sense. try again buddy. :)
No
You can't set the timing but you can either advance or retard it from the distributor.
The timing is not adjustable. The computer determines when to advance or retard the timing as necessary.
You do not, this is controlled by the ECM through advance and retard of spark plug spark.
