Cooler air is heavier than warmer air. So when the ball hits the ground, a lot of force has to be added to it for it to bounce high. It's just like a balloon, when you take a balloon out in cold weather, it deflates. The same happens to a ball. With more pressure on the inside of the ball pushing against the "rubber" surface, it causes it to bounce higher.
