First of all, you are not supposed to lay it down. You have to stand it up and leave it that way for a few hours and let the freon to settle back. You may have damaged the compressor by plugging it too soon.

it depends on how much toothpaste you put on it and how long you left it and the freezer or refrigerator
Strangely enough fridges and feezers actually need to have stuff inside them to work properly. A fridge or a freezer will work best when they are about 60-75% full. If they are too empty or too full then they won't be as cold.
