Well, hydro electricity is cheaper because on on hand you don't have to burn fossil fuels in order to rotate the turbine and on the other hand you don't have to pay for it's drawbacks ( for example nuclear waste is very expensive to be thrown away).
I should add that in some countries like those in Middle East especially the Arab ones, as fossil fuel is very cheap and available, they mostly use it rather than other nature friendlier kinds of energy.
