The energy that comes from the sun is used up to some extent as it passes through the atmosphere. it is converted into heat and other forms of energy as well as being reflected in other directions. therefore if the sun is directly overhead the suns light has a shorter distance to get to the earth's atmosphere meaning less light is absorbed and reflected. as the angle changes the distance the light has to travel through the atmosphere ingresses leading to more light being absorbed and reflected away from the surface before it gets there.
