He jumped from a very large altitude (about 39 kilometers), at which there was hardly any atmosphere to slow him down.
I cant answer this question fully. However I do know that mass produced PV panels generally reach around 12-16% efficiency. It is possible to reach far higher efficiencies but not on a mass produced basis, so high efficiency PV cells only tend to make it onto special projects such as space flights, record breaking solar powered vehicles etc etc. Solar thermal panel efficiencies can hit over 90%, but it is a question then of how much energy is lost from the point of generation to where it is distributed. A solar thermal plant works in an entirely different way to a domestic panel system, so this is not strictly relevant to your question!
In vacuum they reach ground exactly at the same time. In a medium other than vacuum the ball will reach ground first.

The highest human altitude in a balloon was 113,740 feet (34.67 km). Malcolm_Ross and Victor A. Prather reach this altitude on May 4, 1961. This record is unbeaten until October 14, 2012 when Felix Baumgartner jumped from about 120'000 feet

There are absolutely no cheats for halo reach, unless you count cheating as in breaking the code of conduct.
