If you're not going to plant them immediately after they get wet, set them out in a sunny area to dry out. Leave space between them to let the air move around them. Turn them over so all sides can dry. The problem with wet bulbs is that they will get moldy and become unusable.

Now is a good time, but only if the soil is wet enough. The best time for planting a young tree is during the period October to April.

Why don't flower pigments dissolve when they become wet with rain?

Because the pigments are contained inside cells. The cell walls separate the contents of the cell from the wet rain on the outside - you will notice that the underside of the flower does not get wet - well the surface of the top side is waterproof - this is caused by the protection of the cell walls.
