Answer 1: There's nothing to be done. The remaining fronds will eventually turn brown, and the whole plant will die. Even Buddha in the Vinaya knew that if you cut off the top of the palm tree, it will not grow back from the roots.
Answer 2: It depends on which type of palm it is.
Some can regenerate from the root ball or base of the trunk. Leave it until the following summer and get a different landscaper.

This happened to me in 1998 during an exploratory abdominal surgery. The doctor accidentally poked a hole in the cisterna chyli. Every since, i have throw one blood clot after another, not to mention intestional problems and these tortuous dilated veins in all over my legs, abdomen and pretty much the whole trunk of my body. About 5 years ago, i began dialysis. The cisterna chyli seems to play a pretty big role if it is ruptured since it is the most drainage trunk of most of the body's lymphatics.

The only answer to that is to not touch the remote release button. If it is in a place where you accidentally touch it all the time get one of those litle lids from a wd40 can ( or something like it ) and cover the switch. A piece of tape will hold it down from one side, and you can just flip it up to use the button.
The word is spelled trunk, just as you spelled it.
