Generally, yes if they have common educations and experience. If the job does not require a certain physical stature and energy level that is uncommon in women.
I don't see a 40-year-old woman who has never done physical labor being a hod carrier for a mason. It is more likely that a strapping 19-year-old could and would do the job as an apprentice mason.
