No. No breeds of dogs should stay outside. The weather and seclusion is physically and mentally hard on a dog.
I would imagine that your pet Fido would be able to perform many more tricks! ;-) Different breeds of dogs are more intelligent than others; therefore, it is possible that more clever breeds would be able to do some quite amazing things. It's fun to imagine my Labrador opening doors! But it's a little creepy, too!
Pure breeds like large Mastiff dogs are most likely not going to be able to be purchased outside of a local dog breeder. In some instances, sites like Craigslist may advertise pure breeds like these, but for the most part it will require a dog breeder.
Though some breeds are hardier than others, I would never recommend to someone to keep their dog as an outside dog. Outside dogs are rarely well socialized and can suffer health problems from the exposure to the elements. A sick, unsocialized dog can pose a threat to your family and your neighbors and is a liability.
