So in my British Literature class we went over this, and what my teacher said was that it is saying the people who lack conviction (the hard workers) the people who strive for the best are tired because they are so worn out because of the hard work they always put in. But the people like ie: without jobs, who don't have goals are so passionate with intensity because they haven't done anything forever so doing things are easy because they have intensity with no second guessing because they are new to it and passionate because they have nothing else to believe in.
