I would avoid scam shops that publish anything they see... but make the author pay for it. While there are a few publications of some repute that only publish online, the vast majority maintain a paper publication. And, if you happen find a website where poets can publish their poetry for their peers to read, it's a pretty clear indication that it has zero quality. You can, if you like, go to one of those sites and post a poem from a published poet and you'll find such comments as: "I don't get it, but keep trying!" If you delete every third from a page of your physics text book, you'll get such comments as: "I really feel the depth of emotion, wow!" I wouldn't trust poetry can be found published in a book or a magazine.
