In Islam, the Ultimate and complete Sovereignty lies in the Mighty Hands (Control) of Almighty Allah. The Muslim rulers are bound to use their powers as guided and Commanded by Almighty Allah. All the Muslims of the world combined together can alter/change/modify any authentic, clear, agreed upon Injunction of Almighty Allah.
In the West, the power lies in the hands of people. For example, Sodomy or having illicit relations (extra-marital relations) is Haram (Unlawful, sinful) in Islam. It cannot be changed by any number of Muslims combined together. Whereas, the Western nations may change any rule/regulation by the majority vote.
ISIS is an Extremist Islamic Caliphate which fights for the 'purity' of Islam. Anyone who doesn't believe in Islamic traditions/beliefs in the way they perceive it are seen as enemies. Many people devoted to Islam are disgusted by what IS are trying to achieve as what they preach is nothing but hate.
