There isn't really a set answer to this question. There are many countries that have freedom but also are limited because full freedom would be anarchy. Countries with government could be considered not free at all because the people have laws governing them. Here is a list of some of the countries with many freedoms allowed. There have been many other countries who also have had democratic systems - in fact, any system in which the people vote is considered a democracy (even if the people only have the choice to vote for people in the same political party). Most of countries in developing worlds may be termed as undemocratic.
