Some disadvantages of city-states include limited resources, vulnerability to attacks from larger states or empires, difficulty in defending themselves, and potential for political instability due to competition and conflict among neighboring city-states.
St. Paul is the capital of Minnesota. The confusion may arise because Minneapolis is the larger and more well-known city in the state, while St. Paul serves as the capital where the government is based.
If by city-state you are referring to a single urban center that is self-governing, I can think of two examples. The first is Washington DC, which is mostly self-governing but is overseen by the US Congress. A more classic example is the Vatican or Holy See in Italy, where the city boundaries and the country boundaries are the same. I believe the Holy See is the smallest country in the world.

People of Kinshasa have a limited knowledge of french and french is not their mother tongue. This aside, yes there more people that can speak french in Kinshasa but french is not their everyday language.
