Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment." Verse 7 also echoes what Jesus said in Luke with regards to taxes. It says, "Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed."

The exception to this is when it becomes illegal to worship or obey God. An example of civil disobedience is given in Daniel 6. Although the king passes a law forbidding prayer to anyone or anything except the king himself, Daniel prays to God anyway. In this case, he was blessed for his actions.

I think that we need to look carefully about what corruption is in a historical setting as what is considered corruption today was not necessarily considered corruption in the times that the bible was put together.

Nowhere in the Christian Greek scriptures does it tell Christians to change the government (John 18:36), however, we are to pray for GOD'S Kingdom (Matthew 6:9-10). God himself will bring the needed change, and not through man. In Daniel 2:44 it describes God's Kingdom as a government brought about by God himself, and ruled over by his son, Jesus Christ.(Daniel 7:13-14)(2 Timothy 4:1)
