4. Political parties (in Australia: Liberals/ Greens/Labour). In USA they would be Republicans/ Democrats and further minor parties, so that after any one group's period in government we, the sovereign people, have a ready made alternative group who are capable, ready, and informed enough for us to move to when we disagree with the government we earlier elected.
