On a national level, Iraq has been a parliamentary democracy since the 2006 Constitution came into force. This means that leaders are elected through popular election and the most powerful party or parties will select one of their members for the Prime Ministry. However, in many local cases, Iraqi leaders come to power through hereditary or tribal connections or come to power by their military history or similar connections. It is rare in Iraq that a person enters politics who was not already seen as a leader of a local tribe or clan.
