Japan was on the Soviet border line. In order to help the US defend the world against communism, Japan had to build up it's forces to help out, just in case an ally was needed. In addition, Japan was maintaining US Bases and war machinery based in Japan; US Tanks, Warships, Jet Aircraft, weapons, etc. Japan had to build and re-build those machines of war in support of the US's role in it's fight against communism.
No Japan since the Mejii Restoration Period has been a country that has to a large extent followed the Western Democratic Model. With the exception of WW2, and the lead up to the war, Japan has used a model very similar to British and Commonwealth governments. There is a communist political party however, though it doesn't hold that much power in the Diet.
