The people vote directly on government issues. The United States has too many people to do this so we have a representative democracy. However, some places in England/Britain still have town hall meetings where the people can come and discuss issues directly. You then get into the issue of Parliament and the House of Commons. The House of Commons (common people make up this) doesn't need the House of Lords to pass a bill, which is like a direct democracy but the next level.
