But in some countries, even though a party has a majority, need their bills be approved by different section of the government in order to make them laws. For example, in the US, it has to pass through both senate and the congress. In Iran, the approval of the supreme leader is required; so if 100% vote in favour and the leader says no, then they cannot enact that law.
