A good and well trained bureaucracy is necessary to run a good government. The so-called "civil service" concept was well defined in ancient Rome, and it has been a part of governments up until the present day.
Clerical support, middle mangers & supervisory personnel are needed to run government programs, help with tax collecting and aid the judicial branches of government.
The problem over the years is that all too often civil servants become inefficient due to the fact the bureaucracy must have a firm belief that they won't be fired when political parties change.
This can be corrected with good training and dedicated personnel who believe that they are not just working for the current political party in charge, but are working for all the citizens.
