There is no reliable method of peacefully removing dictators from office. Hypothetically, I might suggest the creation of a really delightful retirement community just for former dictators. Whether it is actually possible to design one which is so attractive that dictators will want to leave office to retire there, I am not sure. Admittedly, it has never been tried. Special legislation and international treaties would also be required to assure that any dictators who do choose to peacefully retire to that community, would be immune to arrest or prosecution for crimes against humanity, as long as they stayed there.
