Actions or agreements that are considered harmful to the public interest or against societal values are deemed unenforceable in a court of law due to being contrary to public policy.

Isolationism is generally considered to be a nation's foreign policy that has strong limits to comprehensive defense and trade agreements. Such a policy avoids external agreements that may bind a nation to act internationally when it may be better to not do so. The US was a perfect example of isolationism until WW 2 and its aftermath caused a radical change in this policy.
The term public policy is a vague expression. however if any agreements conflicts with the morals of the time and contravenes ant established social, economic, and political interests of the society it is void as being against public policy.
Appeasement
If you take a loan against the policy, the amount you receive is not considered taxable. However, if you later surrender (cash-in) the policy, the amount you received in the loan and in the surrender will then be considered taxable income.
