Traditionally, an absolute monarch would only admit to having responsibilities to God, not to the people, and only the absolute monarch gets to say what his (or rarely, her) responsibilities are. Louis the fourteenth famously said "L'état c'est moi" meaning I am the state. The people in such a country exist to serve the monarch, the monarch does not exist to serve the people.

This means that citizens have limited or no civil liberties and their rights are largely disregarded.
Citizens have no rights to participation in an Absolute Monarchy. They have to do whatever the ruler says or pay the consequences. An Absolute Monarchy is in a way like a Dictatorship in the sense of total power.
In a country with an absolute monarchy, the monarch makes all of the decisions. Therefore, citizens in a country ruled by absolute monarchy has no decision making power.
