Assuming you are referring to U.S. Politics, it would depend on how you define conservative.

Traditionally, the constitutional party would be the most conservative, followed by the libertarian.

The republican party is the more conservative of the primary two parties though because of diversity and political expedience, it does operate as the most conservative.
