Many problems would arise due to a lack of effective authority. (Although I'm not sure how this pertains to parts of speech; sorry about the fragments! haha) Without an efficent justice system and people enforcing the laws/rules, anyone could do anything that they want. Anyone could commit any kind of crime without worrying about the consequences, because there would be none. It would be pure chaos and nothing would be in order. It is a necessity to have peace to have government officials and people that will enforce the law.
