The reason for the internet to come into existence is because computers came into existence. It was invented for US government research in the 1960s and 70s and then released to the public in the 90s. When a government agency on the west coast wanted information from the Pentagon, in Washington, they had to make a phone call or fly there. A network could allow information stored on a computer at one location to be viewed on a computer at another location at any date or time. The reason for the internet being released to the public was most likely for the money as people had to pay for a computer.
One reason is that it keeps a democracy a democracy, preventing a dictatorship rule.

In a dictatorship, people do not have any power. In a democracy, there is an equal amount of power. In a dictatorship, you would not have any rights to say something against the dictator. In general, you don't have much of ANY rights at all in a dictatorship. In a democracy, we have TONS of rights! I can't think of another reason...check out wikipedia or something!
