The Peoples Republic of China calls itself a communist country. All political and economic policies and power are controlled by the top leaders of the Chinese communist party. With that said, it's clear that for the most part, the leaders of China's communist party exercise control of the majority of Chinese citizens.
The goal of a totalitarian state is to create a perfect society with no opposition. The leader of this kind of state will take control of all aspects of society including its people's personal lives.
