Bureacracy began before recorded history, in all parts of the world. As soon as a chieftain, a king, a priest, whatever, gained power, they became surrounded by people who could see money and influence there for the taking. The moment someone in power needs something done, a bureaucrat is created. Of course, it's more sophisticated now and involves much more paperwork (not possible in the days before paper; try spending hours engraving rules and regulations and memos on a slate) but nothing has changed.
