In an oligarchy government, the noblest and wealthiest of the population vote on political matters. The word "oligarchy" comes from a Greek term meaning "few rule". SHORT ANSWER-A group of a dominant class (the rich/wealthy), then they make all of the decisions. Then when the economy (if not rich) limit the group in government and the noblest and richest vote again.
In a democracy people vote, whereas in an autocracy or oligarchy, they do not vote. Since any influence by voting, however minute, is present in a democracy and absent from an autocracy or oligarchy, it gives more power to the voter by dint of being greater than zero.
