The common person! People are tired of the lifers in our Government it's time to have our Senators and Congressmen "term limits" like the President! Then I would be willing to consider one or the other.
This is why we have the problems we do today. I believe our founding fathers wanted people to serve their Government and then move on not make it there life.

Unless there is a vote and a tie occurs, it does not matter much who chairs the Senate and members take turns presiding . If a tie vote seems likely, the vice- president will be there more than likely.
