Stoltenberg is the Prime minister of Norway (translated as statsminister, i.e Minister of State). Norway is a monarchy and doesn't have a president. The king is King Harald, and the Prime Minister is Jens Stoltenberg for the Norwegian Labour Party (Arbeiderpartiet). Every 4 years there is an election to elect the new ruling party, however the majority of the time Norway has a hung parlament, i.e. the largest party goes into a coalition with other parties that share some views.
Norway has no president.
PRIME MINISTER, dude.
There is no president in Norway. But a king and a queen........... The king and queen in Norway are similar to the king or queen of U.K. The Prime Minister handles most of the important politics. It is the prime minister of Norway that is most similar to a president. He is elected. Curently the Prime Minister of Norway is Jens Stoltenberg. He was elected in 2005. *
The king of Norway according to the constitution has 50% of the political power, the other 50% is made up of 156 elected members of "Stortinget" who votes on new laws and such. However the king has a veto-right, and can stop every new law. He has in the history of Norway never used it though.

The state if Israel - the Israelis.
Its sort of a mixed up question. Norway does not have a president, it has a King and a Prime Minister. A country does not need a president to be a republic. In essence, a republic is a nation which elects its officials rather than the officials inheriting. While King Harald is the Head of state, the real authoritative power rests on the Prime Minister, Jens Stoltenberg. In the lists of the 206 countries which identify themselves as having a republic foundation, Norway has listed itself as a republic.
