There seems to be a bit of confusion here. Scotland didn't have its own king during that period. William 111 was king of Great Britain (including Scotland) from 1689 to 1702.

The English Bill of Rights
The English monarch in 1710 was Queen Anne. She reigned from 1702 until 1714 and was the last monarch of the House of Stuart. Her reign saw significant events, including the War of the Spanish Succession and the unification of England and Scotland into Great Britain in 1707.

William III (1650-1702) was Prince of Orange until he joined the revolution to overthrow James II of England, and became king in 1689 following the "Glorious Revolution" that re-established Protestantism in Great Britain.
On King William III's Dead in 8 March 1702 Queen Anne became the monarch of England, Scotland, and Ireland.

Following James I of England's death in 1625, he was succeeded by Charles I (1625-1649), Charles II (1660-1685), James II (1685-1688), Mary II (1689-1694), and William III (William of Orange) (1689-1702). Between 1649 and 1660, there was no monarch, and England was led by the Lord Protectors Oliver Cromwell and Richard Cromwell.
