The title Sultan is similar to the King under the Islamic Royal Leadership. It was introduced in the Sulu archipelago by the first Arab missionary who founded the Royal Sulu and North Borneo Kingdom , Said Abubakkar. The earliest recorded history dates back in 1470 when Royal Sultanate of Sulu Kingdom was established. The Sultanate has said to be in good relation with Chinese Empire exchanging gifts and pleasantry dates back.

Today, the Royal Sulu and North Borneo kingdom has lost the political power and now under the Traditional leadership of his HRH Sultan Esmail D. Kiram II. The uniquiness of practicing the traditional government was now divided between the Republic of the Philippines and Malaysia. The center of the kingdom is the island of Sulu located in the Philippines but majority catholics, the opposite is Sabah which was now under the administration of Malaysia and majority Muslim. The advocacy of the current and reigning Sultan HRH Esmail D. KIram II is neutral to both Muslim and Christian which seems very hard to understand by both country under Islamic principle.
