She did not. At the time there were already a few charters in force (the Magna Carta being the most important) that had put a few limits on royal powers. But all during Elisabeth's reign, her power was considerable and she much enjoyed exercising it. She did let herself be influenced by seasoned counselors and left the day-to-day running of affairs largely to them. But she could (although she rarely did) dismiss or overrule them at will. Foreign policy was dominated by her; she could throw people in jail without the benefit of lawyers or judges, and regularly did; and she alone decided on war or peace.
