A person's race, in and of itself, has nothing to do with their natural fears and a fear of police or authority figures is natural, in some degree, to almost everyone. Fear is what gives the authority figure their power.
This is cultured into people. The more a people are afraid of the police, the more they act in ways that lead to more aggressive police involvement, which in turn leads to more fear of the police.
Let's use fictional races to show how this works. Let's say the police stop a purple person and a green person. Now suppose the purple person stands still, acting calmly and non-suspicious, and the green person takes off running. Now which one is likely to be told they can go, and which one do you think will get body-slammed or shot at? The green person would likely conclude that them running was justified as their people have told them, since if they didn't run, worse might have happened. So the problem is a lot of wrong assumptions leading to behaviors which cause what was assumed would happen. It is all a huge misunderstanding.
