In these states, licensed clinical psychologists who have received additional training (somewhere between several hundred and a thousand hours or so) in medical and pharmacological aspects, may prescribe psychotropic medication.

No; in accordance to both state and federal law in the United States, to be able to prescribe a meditation you need to hold a medical degree. What medicine basically is, is chemistry as it applies to the human body, therefore we need to use a little common sense here; would you trust someone to recomend a chemical to put into your body, when that person has no clue how said chemical reacts with it? Sure it sounds simple, and sure enough, what the body basically is, is water, protein, and calcium, its made largely of just those three elements. See the thing of it is, they're arranged in such manner, and they function in such a way, not all chemicals will have the exact same reaction. Take a blob of protein (a person). Said blob of protein has a problem; because there are tiny blobs of protein in his person, the doctor needs to prescribe a chemical, that will harm the tiny blobs of protein (bacteria) without damaging the larger protein system. Put in lay terms, that is basically a doctor's job. We getting a headache yet? Not only that, there are so many variations, of so many diseases, and such a myriad of chemical formulas out there, it is VERY DANGEROUS, for someone without a background in chemistry and just as important human Biology, to prescribe ANYTHING, no matter how harmless, and side effect free a given drug may be. Did you know for example, that most of the pain killers out there, are at their very weakest? Its true; back when over-the-counter medications were first proposed, Doctors all over the world strongly objected, stating it was dangerous for people to play around with chemicals they didn't understand. The only way the drug companies were able to convince them, was by proposing they only sell it, in very low, very weak dosages, but even then medical professionals only grudgingly agreed and gave the green light. See, before they get approved for legality, a drug has to be evaluated by the FDAA as you know, and the heads of the FDAA, are all medical professionals, and chemists.
