Current frameworks on memory function invariably hold that memories are relational sensory experiences whose most salient features are the ones that are able to be recalled the quickest. This is why 'photographic memory' techniques that you will see all over the internet are really no more than mnemonic techniques - because it works by association and saliency. And almost anyone can practice this. If practiced enough - even an average person (in terms of IQ and education) can have what is commonly (but ultimately incorrectly) referred to as 'photographic memory'.
