The short answer is that it depends on the test and that even then a high IQ score (whether it be 130 or 148) demonstrates high intelligence, but does not prove genius. IQ tests given to children are ranked depending on the age of the child at the time the test is taken, which makes the tests less reliable than those based on an adult scale. The term genius is subjective and people are not normally considered geniuses based on a standardized test score alone. However, that would be a very smart 7 year old.
Many people do not understand that IQ measurement is based on percentiles and standard deviations and not on the actual score. For example, a score of 140 on the Wechsler would be exceedingly rare (roughly 1 in 350+), while a score on the Cattell Culture Fair (an equally valid scale) would be less rare (roughly 1 in 20). The highly gifted range is usually considered to be two standard deviations above the norm.
Opinion:
Geniuses and prodigies are actually the people who are considered to be above the two standard deviation ceiling.
While it is exceedingly high - it is not technically 'genius', which is higher than 140.
Care should be taken to properly encourage - without pressuring - the child's development.
Sometimes a child, particularly one that young, gets a high level once and then in later tests shows lower levels. This can just be a one-off blip.
Young genius' will tend to have little weird quirks. For example as a child regular puzzles bored me because they were too easy so I started doing puzzles pictures side down to make them more challenging for myself. Other than the odd quirks a genius child won't act much differently than a normal child.
