An exhorter uses strong speech to urge, advise, admonish. As such, an exhorter is anyone in public speaking or who counsels, especially in a passionate, urgent way. For example, members of the clergy (preachers) were often referred to as being "a strong exhorter from the pulpit" (a common quote used in newspapers during the 1800s). Today, any activist could be called an exhorter, as well.
