These two are very similar but I think the main difference is probably that counseling is more like giving advice in order to guide someone to better oneself. Helping is more like taking matters into your own hands as well as giving advice in order to better someone.
I think the difference lies on who it is meant to be. For the counselling, it is for the counselor for when they do their job and for nursing then its for nurses when they do their duties.

Directive counselling is where the doctor leads the patient to do/take something that the doctor thinks is best, without asking for the patients own thoughts on whether they want to do it. Non-directive counselling is where the patient makes the decisions on whether they think something is good for them, the patient takes the lead and the doctor tells the patient all the options they have without putting in there own opinion.
