Yes, entirely. Even when somebody tries to force you to do something, you make the final decision on whether you're going to comply or not. Mind control hasn't been discovered yet, and somebody else controlling your body is the only way you wouldn't be responsible, so yes, you are always responsible. Blaming your own actions on somebody else is just a defense mechanism to keep onesself from being punished. Your actions are based on a series of choices which you make and others can't make for you. They can only compel you to do certain things. Threatening somebody with death is only one way of convincing somebody to do something; it's not actually controlling them.
