Fear is not absoutely necessary to establish or maintain peace. Unfortunately, many governments use fear tactics as a way to control their people. The idea is that if people are afraid, they will look to a source of strength (i.e., the government) to protect them. Consequently, when the perception of a strong government saturates societal thinking, it appears unwise to argue or fight against it. People become afraid of the very government that protects them. Because they fear their government, they do nothing (i.e., "keep the peace").
