It's a wheel count system:
the leftmost number is the number of wheels on the lead truck.
That's followed by the number of drivers,
and the rightmost number is the number of wheels on the trailing truck.
the old "American standard" was a 4-4-0.
a switcher might be a 0-4-0
a freight might be 2-8-4
and passanger engines might be 4-6-4
An articulated engine will have two sets of drivers, so 4-6-6-4.
