Public Transport is any kind of transport that is available to use by members of the public. It can be buses, trams, trains, boats, airplanes. In most (but not all) case it will travel on a pre-determined route according to a pre-determined timetable and is available to use by any member of the public on payment of a fare. An advance booking may be needed, or you may be able to turn up and get on board without booking.

It may be publicly or privately owned and operated, that is dependent on the economic system of the locality, but it is still Public Transport if any member of the public can use it.
